Why the Count Varies
A biweekly period is almost always 10 working days, but a semi-monthly period (e.g., the 1st-15th) can be 10 or 11 depending on where weekends fall, and a monthly period shifts with holidays. Two biweekly periods do not always equal one semi-monthly period in working days, which is why annual salary / number of periods differs slightly by frequency.
